What does the exclusivity conflict guard actually do?

If a track is already exclusively licensed to one client, the app blocks you from pitching or licensing that same track to a different client while that exclusive deal is active - so you can't accidentally double-book an exclusive placement. It only knows what you've recorded in the app, so keeping deal status current is what keeps the guard useful.

Does it host or stream the actual audio files?

No. Client Music Library Manager is a catalog and workflow tool for metadata, clients and deals - it doesn't host, stream or deliver audio, and it doesn't generate legal licence agreements.
